They didn't wake up one morning and say I want $18.6 Billion! They worked long and hard and it is what they are worth for their amazing work and it is not what they decided. It depends on their stock prices and the amount they each own at any given point. Their net worth fluctuates with changes in the market! They are worth that much since they own a huge chunk of Google stocks.
